Inter-Regional Training on Negotiating and Drafting Successful Access and Benefit Sharing Contracts (ABS) in accordance with the Nagoya Protocol

Local communities in Tajikistan are key stewards of genetic resources

UNDP Tajikistan Country Office, in partnership with the National Biodiversity and Biosafety Center of the Environmental Protection Committee under the Government of the Republic of Tajikistan, will conduct a three-day training on “Negotiating and drafting successful ABS agreements”, which will be held on November 20-22, 2019, within the framework of the UNDP GEF Global ABS Project “Strengthening human resources, legal frameworks and institutional capacities to implement the Nagoya Protocol.” The training is held with the participation of partner countries, namely Albania, Belarus, Jordan, Kazakhstan and Tajikistan.

UNDP Tajikistan Country Office, in partnership with the National Biodiversity and Biosafety Center of the Environmental Protection Committee under the Government of the Republic of Tajikistan, will conduct a three-day training on “Negotiating and drafting successful ABS agreements”, which will be held on November 20-22, 2019, within the framework of the UNDP GEF Global ABS Project “Strengthening human resources, legal frameworks and institutional capacities to implement the Nagoya Protocol.” The training is held with the participation of partner countries, namely Albania, Belarus, Jordan, Kazakhstan and Tajikistan.

The main purpose of the training is to increase the capacities of all stakeholders to negotiate and draft ABS agreements and to further their understating of legal, practical and intellectual property related issues which may arise in such context, in harmony with the ABS principles of the Nagoya Protocol and other relevant international treaties.

The training will present the experience and examples of Tajikistan, as well as international experiences in negotiating and drafting agreements on access to genetic resources and benefit sharing in accordance with the Nagoya Protocol.  At the training, the participating countries will exchange their experiences in implementing the Nagoya Protocol, with particular references to the conclusion of ABS agreements through tailored training modules, practical activities and knowledge sharing. Participants will work in small working groups and in plenary discussions, and they will consider opportunities and problematic issues that they have faced when negotiating such agreements.

Particular attention will be given to enhancing the capacities of National Focal Points for Access and Benefit-Sharing, ABS practitioners, politicians, as well as indigenous peoples and local communities, academics and the private sector to address legal, policy and practical issues related to management of genetic resources and associated traditional knowledge.

The activities of the UNDP GEF Global ABS Project in Tajikistan are aimed at increasing policy, legal and institutional capacities to develop and implement a national framework for access and benefit-sharing, improving trust between users and providers of genetic resources, as well as at strengthening the capacities of ABS stakeholders from relevant ministries, academic and scientific organizations, other public institutions and local communities to implement the Nagoya Protocol and its ABS principles.
