Strengthening the legal, policy and institutional capacity to develop national ABS frameworks
Developing or changing policies present a huge challenge, let alone modifying legal frameworks for the policies to function effectively. Efforts are focused on assisting countries to develop, strengthen or streamline their legal frameworks and policies on access to genetic resources and benefit-sharing, and strengthen their capacities to effectively operate the systems that are being established.
Targets under this component are to:
- Develop or review the national ABS legal frameworks in 21 countries, and policies for protecting traditional knowledge in 18 countries.
- Train 1380 national stakeholders in 24 countries on ABS rules and procedures, including granting of permits, assessment of access applications, rights and roles of indigenous peoples and local communities, and monitoring utilization of genetic resources.
